WG 11 Smart Cities

 

1. Overview

JTC 1 Working Group 11 on Smart Cities was established on ISO/IEC JTC 1 30th Meeting on October 2015. But its history can go back to 2013. Before the establishment of WG 11, JTC 1 established a Study Group on Smart Cities on ISO/IEC JTC1 28th Meeting on November 2013. And the Study Group on Smart Cities can be abbreviated as SG1 on Smart Cities.

  • Nov, 2013, the 28th Meeting of ISO/IEC JTC 1 in Perros-Guirec, France

JTC 1 established a Study Group on Smart Cities and confirmed its terms of reference. JTC 1 accepted the appointment of the Chinese National Body of Ms. Yuan Yuan as the convenor and Ms. Liu Tangli as the secretary for the JTC 1 Study Group on Smart Cities.

  • Oct, 2015, the 30th Meeting of ISO/IEC JTC 1 in Beijing, China

Contingent upon approval of a relevant NWIP, JTC 1 established Working Group 11 on Smart Cities which would directly report to JTC 1 and confirmed its terms of reference. China would take the responsibility of secretariat and JTC 1 appointed Ms. Yuan Yuan as the convenor and Ms. Liu Tangli as the secretary.

  • Nov, 2016, the 31st Meeting of ISO/IEC JTC 1 in Lillehammer, Norway

JTC1 appointed Qian Heng as the JTC 1/WG 11 convenor with 3 years’tenure.

 

2. Scope

Based on the resolution of 30th Meeting of ISO/IEC JTC 1 (ISO/IEC JTC 1 N 12864), JTC 1 established Working Group 11 on Smart Cities which would directly report to JTC 1 with the following terms of reference:

  1. Serve as the focus of and proponent for JTC 1’s Smart Cities standardization program.
  2. Develop foundational standards for the use of ICT in Smart Cities – including the Smart City ICT Reference Framework and an Upper Level Ontology for Smart Cities – for guiding Smart Cities efforts throughout JTC 1 upon which other standards can be developed.
  3. Develop a set of ICT related indicators for Smart Cities in collaboration with ISO/TC 268.
  4. Develop additional Smart Cities’ standards and other deliverables that build on these
    foundational standards.
  5. Identify JTC 1 (and other organization) subgroups that are developing standards and related material that contribute to Smart Cities, and where appropriate, investigate ongoing and potential new work that contributes to Smart Cities.
  6. Develop and maintain liaisons with all relevant JTC 1 subgroups.
  7. Engage with the community outside of JTC 1 to grow the awareness of, and encourage
    engagement in, JTC 1 Smart Cities standardization efforts within JTC 1, forming liaisons as is needed.
  8. Ensure a strong relationship with Smart Cities activities in ISO and IEC.

4. Members

WG11 members come from 25 countries including China, France, United States, Austria, India, United Kingdom, Mexico, Germany, Russian Federation, Luxembourg, Japan, South Korea, Netherland, Australia, South Africa, Saudi Arabia, Canada, Finland, Israel, Sweden, Slovenia, Singapore, Spain, Italy and Malaysia.

Besides, there is another project: ISO/IEC 30182 Smart city concept model—Guidance for establishing a model for data interoperability, which is published as IS.

It was prepared by the British Standards Institution (BSI) (as BSI PAS 182:2014) and was adopted, under a special “fast-track procedure”, by Joint Technical Committee ISO/IEC JTC 1, Information technology, in parallel with its approval by the national bodies of ISO and IEC. JTC1/WG 11 experts took an active part in the development of the project.

 

6. Main events

  1. On May 2013, China submitted a proposal titled China Contribution on possible future work on Smart Cities in JTC 1 to ISO/IEC JTC1/SWG 3 and initiated to establish a study group on smart cities. This proposal was approved in ISO/IEC JTC1/SWG 3 plenary meeting, on June 2013 in Paris, France.
  2. On November 2013, JTC 1 established a Study Group on Smart Cities and confirmed its terms of reference. (Resolution No.3 from ISO/IEC JTC 1 N 11894 “Resolutions Adopted atthe 28th Meeting of ISO/IEC JTC 1, 4-9 November 2013 in Perros-Guirec, France”)
  3. On September 2014, ISO/IEC JTC 1/SG 1 report was completed and submitted to JTC 1 2014 Plenary.
  4. On November 2014, JTC 1 reconstitutes the Study Group on Smart Cities. Since then, the group started its second stage. (Resolution No.23 from ISO/IEC JTC 1 N 12395 “Resolutions Adopted at the 29th Meeting of ISO/IEC JTC 1 15-20 November 2014 in Abu Dhabi, UAE” )
  5. On September 2015, ISO/IEC JTC 1/SG 1 report of its second stage was completed and submitted to JTC 1 2015 Plenary.
  6. On October 2015, JTC 1 established Working Group 11 on Smart Cities and appointed Yuan Yuan to serve as the convenor and Liu Tangli  as the secretary. (Resolution No.15 from ISO/IEC JTC 1 N12864”Resolutions Adopted at the 30th Meeting of ISO/IEC JTC 1, 26-31 October, 2015 in Beijing, China”).

7. Liaisons

 

7.1 Liaisons with JTC1, ISO and IEC entities

JTC 1/WG 11 has formally established liaisons with 5 JTC1, ISO and IEC entities. These entities include JTC1/SC7, JTC1/SC24, JTC1/SC38, JTC1/SC41, JTC1/SC42, ISO/TC211, ISO/TC268 and IEC/SyC Smart Cities.

 

7.2 Liaisons with external entities

JTC1/ WG11 has formally established liaisons with ITU-T SG17, ITU-T SG20, ITU-T JCA-IoT, TM Forum, OGC, CEN/CENELEC/ETSI SF-SSCC and Small Business Standards (SBS aisbl.).
