Office Equipment

1 Scope (Revised in 2015)

Standardization of basic characteristics, test methods and other related items of products such as 2D and 3D Printers/Scanners, Copiers, Projectors, Fax and Systems composed of their combinations, excluding such interfaces as user system interfaces, communication interfaces and protocols.

2 History

SC 28 was established in 1989 based on a Japanese proposal, which is one of the few products or hardware-oriented subcommittees in the JTC 1 community. Its scope of application includes office equipment, such as copiers, printers, and projectors. As such fundamental output of this group has been standards on product specification descriptors, methods for measurement of productivity of hardcopy devices, quality of hardcopy output and yield of consumables (ink and toner cartridges).  SC 28 has continued the expansion of measurement methods for consumables, productivity, and extended the image quality assessment to support print permanence and durability. Working Group 6, whose scope is sustainability requirements, was established in 2021 and continues to attempt to standardize areas such as security and corporate environmental initiatives.

SC28 consists of 11 P-members and 20 O-members as of 2024-08. There is a certain bias and concentration of office equipment manufacturers in the organization. Also, because the scope of SC28 is related to the measurement and description of the performance of office equipment, the standards related to manufacturers have been the main focus.

The Plenary meeting is usually held once a year, and the WGs meet once or twice a year. In 2024, the plenary, WGs, and AGs were held in Boise, Idaho in May, hosted by the United States. In 2025, the meeting is scheduled to be held in Japan.

SC28 has mainly standardized the measurement and description of the performance of office equipment. Products in this field, such as copiers, printers, and projectors, are said to be mature industries, and therefore the standardization of their measurement and description methods has been published for several years and has undergone systematic reviews two or three times. However, existing standards need to be revised due to security issues when connecting externally via the Internet, larger and faster copiers and printers, changes in input and output terminals, etc.

Opportunities to work outside the office, including at home, are increasing, while at the same time, opportunities to work in the office are also increasing as the COVID-19 pandemic subsides. Therefore, the safety of the Internet environment and the diversity of printing opportunities need to be continuously monitored as sustainability requirements that WG 6 will address.

Addressing environmental issues is also an important issue for office equipment manufacturers, and this issue needs to be aligned with the environmental ideals and legal regulations of each country.
