Introduction

ISO/IEC JTC 1/SC 42 is the international standards committee responsible for standardization in the area of Artificial Intelligence (AI). It is set up as a joint committee between ISO (International Organization for Standardization) and IEC (International Electrotechnical Commission).

As the focal point of standardization on AI within ISO and IEC, SC 42’s program of work looks at the entire AI ecosystem. Additionally, SC 42 is scoped to provide guidance to ISO and IEC committees developing Artificial Intelligence applications.

Its current program of work includes standardization in the areas of foundational AI standards, Data standards related to AI, Big Data and Analytics, AI trustworthiness, use cases and applications, governance implications of AI, computational approaches of AI, testing of AI systems, ethical and societal concerns. SC 42 collaborates with a number of ISO, IEC and JTC 1 committees on horizontal technologies related to AI and vertical applications of AI.

Establishment

At the 32nd ISO/IEC JTC 1 Plenary in Vladivostok, Russia, Resolution 12 established SC 42 as a system integration entity for Artificial Intelligence. The resolution also appointed Mr. Wael William Diab (US) as Chair of the committee. In November 2017, ISO TMB and IEC SMB considered the JTC 1 proposal to establish SC 42. ISO was assigned as the administrator of the committee. Ms. Heather Benko (ANSI) was appointed as the Committee Manager.

The inaugural meeting was held in April of 2018, during which resolutions were adopted to address comments from the ISO TMB review. The resolutions and associated contributions were ratified by JTC 1 and provided to the ISO TMB and IEC SMB, who then completed the ratification and establishment of SC 42.

Scope

SC 42 was established as a systems integration entity with the following scope:

Standardization in the area of Artificial Intelligence

  • Serve as the focus and proponent for JTC 1’s standardization program on Artificial Intelligence
  • Provide guidance to JTC 1, IEC, and ISO committees developing Artificial Intelligence applications

ISO/IEC AI Workshop Series

SC 42 organizes a bi-annual ISO/IEC AI Workshop series that is freely available. The goal is to have a dialogue about the AI ecosystem including emerging trends, technology, requirements and applications as well as the role of standards. The workshop brings together innovators at the frontier of AI development, research, deployment, standardization, startups, applications and oversight. The workshop speakers represent a diverse set of stakeholders geographically, across industry sectors and backgrounds.

Insights gained from the workshop are made available to SC 42 for its strategic planning and road-mapping of the work program. Several new projects have been started based on such insights.

Cooperation and Collaboration

SC 42 collaborates with a number of committees and organizations that are both internal as well as external. As of this update, there are over 80 liaisons of which 19 are Category A and 2 are in Category C. It is anticipated that the liaison partnerships will continue to grow.

Inaugural Plenary Meeting

The inaugural meeting was held in Beijing, China on April 18th – 20th 2018, at the end of which an initial structure for the program of work was established.

In addition, a resolution (SC 42 N078 Beijing Resolution 1) to endorse the JTC 1 resolution (JTC 1 Vladivostok Resolution 13) to transfer the Big Data work program from JTC 1/WG 9 to SC 42 was passed.

Further, a resolution (SC 42 N078 Beijing Resolution 2) for the inclusion of societal concerns in SC 42 program of work was passed. This resolution noted TMB Resolution 125/2017, SC 42 and in response, recognized that the term “societal concerns” is very broad and may have contextual meaning that is both within and outside the scope of JTC 1. The resolution approved SC 42 N 077 as a contribution to JTC 1 in response and requested that the exclusion of Societal Concerns from the SC 42 program of work be removed in line with the explanations provided in document SC 42 N 077. SC 42 also requested that the JTC 1 secretary forward this request and SC 42 N 077 to the ISO TMB for its consideration.

    • The world around us is changing and the pace of change is faster than ever before. The future has begun and those who do not want to get left behind must ensure their ability to look ahead. That is why ISO has developed a Standardization Foresight Framework; to help us look more systematically at the long-term and to encourage discussion and exchange within the ISO system about future opportunities for International Standardization.
