JTC 1 Emerging Technology and Innovation (JETI)

September 2025

| Overview of JETI

At the November 2016 JTC 1 Plenary meeting in Lillehammer, Norway, a JAG (JTC 1 Advisory Group) on JTC 1 Emerging Technology and Innovation (JETI) was newly established where it took over the role of JTC 1 SWG-Planning formerly.

Then JETI has transformed to JTC 1 Special Working Group (SWG) on JTC 1 Emerging Technology and Innovation (JTC 1/SWG 7) at the November 2018 JTC 1 Plenary in Stockholm, Sweden. And JETI was re-established as JTC 1 Advisory Group on JTC 1 Emerging Technology and Innovation (JTC 1/AG 2) at the May 2019 at JTC 1 Plenary in Maui, Hawaii, USA.

The Terms of Reference (ToR) of JETI are:

  1. Assess the opportunities addressing evolving ICT business needs.
  2. Assess the technology opportunities to identify the relevant standardization issues and priorities that warrant immediate action and those that should be watched for potential consideration later by JTC 1;
  3. Emphasize reaching out and incorporating input from outside of JTC 1 such as verticals (e.g., financial services, health care);
  4. Monitor the future considerations from JTC 1 SCs/WGs/AGs (e.g., through their business plans, and/or other alternative information sources) to perform successful execution of standards development and planning with an appropriate coordination in JTC 1;
  5. Make recommendations on actions to the JTC 1;
  6. Review and make suggestions to revise SD 4 as appropriate.

| Achievement of JETI 2017~2024

JETI is mandated to seek opportunities to facilitate JTC 1 standards development for future emerging and innovation technologies as a technology watch group in JTC 1.

In 2017, JETI has contributed to establish the JTC 1/SC 42(Artificial Intelligence) through the development of TTR (Technology Trend Report) on AI.

During 2017-2018, JETI played a role in driving JTC 1 to cover larger standardization areas by developing TTRs in various fields such as Digital Twin, Autonomous Vehicle, Quantum Computing, Open Source and Brain Computing Interface (BCI). Then JTC 1 created JTC 1/AG 6 (Autonomous Vehicle, 2019), SC 41/WG 6 (Digital Twin, 2019), and JTC 1/WG 14 (Quantum Computing, 2020). JTC 1 also created a new sub-committee SC 43 (Brain-computer interface) in 2021.

During 2019-2021, JETI developed the TTR on Drone and hold the workshop with ISO TC 20/SC 16 in 2021. Then JTC 1 created a new AG 19 (UAS, Unmanned Aircraft Systems) in 2022. During that time, a TTR on Digital Manufacturing has also been developed and JTC 1 has decided to share the TTR outside of JTC 1 under the name ‘JTC 1 TTR’. (see the public version of TTR)

During 2022-2023, a TTR on Intelligent Computing and a TTR on Metaverse have been developed. In May 2024, JTC 1 decided to transform them into JTC 1 TTR and it has been published. (see the public version of TTR on Metaverse and Intelligent Computing)

<2025 JTC 1 Top Priority Technologies>

JETI has begun development of three new TTRs based on the 2024 Top Priority Technologies as follows:

  1. TTR on Intelligent Uncrewed Systems
  2. TTR on Neuromorphic Computing Systems
  3. TTR on CitiVerse

| JTC 1 Foresight Workshop

Since 2024, JETI has been planning and hosting workshops with the aim of fostering discussions on future technology areas and related topics with the following objectives:

  • Identify major trends and directions of future emerging technologies from the view of JTC 1
  • Explore the need for standardization to respond to upcoming technological shifts
  • Seek opportunities for cooperation and collaboration for future standards
  • Identify standardization initiatives that JTC 1 can lead

On January 23rd 2025, JTC 1 held its first Foresight workshop, intended to look into future technology ideas and discuss what this means. With the help of a team of presenters and panellists over 130 individuals joined the online session focusing on future technology trends and the need for standardization.

The 2nd JTC 1 Foresight Workshop will be held in January 2025.
