Digitally Recorded Media for Information Interchange and Storage

August 2024

Scope: Standardization in the field of removable digital storage media utilizing optical, holographic and magnetic recording technologies, and flash memory technologies for digital information interchange, including:

– algorithms for the lossless compression of data

– volume and file structure

– methods for determining the life expectancy of digital storage media

– methods for error monitoring of digital storage media”.


History:

Pre JTC 1:

SC 23 was established by ISO/TC 97 at its 12th Plenary Meeting held in Stockholm, Sweden in 1984.  The Secretariat was assigned to JISC, Japan. The initial title was “Optical Digital Data Disk” and the area of work was “Standardization of optical digital data disk for media and data interchanged between information processing systems.  The Chairman appointed was Dr. Junichi Shimada (JP) and the Secretary was Mr. Takeo Misao from JSA, JISC.

ISO/TC 97/SC 23 had the following three plenary meetings:

– 1st Plenary: 1985-05, Tokyo, Japan

– 2nd Plenary: 1986-09-22/25, Geneva, Switzerland

– 3rd Plenary: 1987-10-13/16, Washington DC, USA

The sub-group structure was as follows:

– Clamping Method ad hoc group (Convenor: Mr. Mike Deese, ISA)

– Editorial Group for case Dimensions and Drawings

– Special Working Group on DP 9171-3 and 4 (Convenor: Dr. J.A. T. Veroeven, Netherlands)

– Editing ad hoc group on Terminology

During this period, SC 23 concentrated on its first project, standardization of 130 mm Write-Once Optical Disk Cartridges.


1987

ISO/IEC JTC 1 was established in 1987 and SC 23 became one of the SCs of JTC 1.  The first ISO/IEC JTC 1 Plenary was held in Tokyo, Japan, 1987-11.

1988

The first plenary meeting of JTC 1/SC 23 was held in Maastricht, Netherlands.  The title and the area of work of SC 23 were modified to “Optical Disk Cartridges for Information Interchange” and to “Standardization of optical disk cartridges for media and information interchange between information processing systems”.  SC 23 initiated the work other than the development of 130 mm Write Once ODC standard by establishing the following working groups.

WG 1: Permanent Editing Committee (Convenor: Mr. D Hekimi, Switzerland)
WG 2: Rewritable 90mm and 130mm ODCs (Convenor: Mr. Mike Deese, USA)
WG 3: 300 mm WORM ODCs (Convenor: Mr. R. Malissin, France)
WG 4: 130 mm WORM ODCs (Convenor: Dr. D. Visser, Netherlands)

1989

The second plenary meeting of SC 23 was held in Tokyo Japan, 1989-10-25/27.  At this plenary, SC 23 resolved to recommend JTC 1 to reactivate JTC 1/SC 15, Volume and file structure which had been disbanded.

1990

The third plenary meeting of SC 23 was held in Washington DC, USA, 1990-10-21/22.  WG 5 on 356mm WORM ODCs was established upgrading an ad hoc group (Convenor: Mr. R. Dreessen, USA).

  • Publication of ISO/IEC 9171- 1 and -2 (130 mm Write Once)

1991

The fourth plenary meeting of SC 23 was held in Sofia Bulgaria, 1991-09-12/13. At this meeting, WG 4 on 130 mm WORM ODCs was disbanded as there was no active project. Mr. Dara Hekimi stepped down from the WG 1 Convenor and Mr. J. van den Beld replaced the position.

1993

The fifth plenary meeting of SC 23 was held in Eindhoven, Netherlands, 1993-04-22/23. Dr. Junichi Shimada stepped down from the chairman’s position. Dr. Yoshinobu Mitsuhashi was endorsed as the new chairman for appointment by JTC 1 in 1994.

1994

The sixth plenary meeting of SC 23 was held in Geneva, Switzerland, 1994-11-03/04 following the JTC 1 plenary held in the previous week.  At the JTC 1 plenary, SC 11 and SC 23 were requested to consider introducing a guideline for timely verification of technical data in draft standards.

1995

The seventh plenary meeting of SC 23 was held in Seoul, Republic of Korea, 1995-10-26/27.  The dissolution of SC 15 was discussed in response to the JTC 1’s request.

  • Publication of ISO/IEC 13614 (300 mm, WORM, SSF)

1996

The eighth plenary meeting of SC 23 was held in Berlin, Germany, 1996-10-24/25. WG 3 on 300mm ODCs and WG 5 on 356 ODCs were disbanded as there were no active work items.  The WG 2’s responsibilities were extended; its title was renamed “Development of Draft Standards for ODCs” and the reference to that specific ODC diameters were removed from the terms of reference.  SC 15 was disbanded by JTC 1 in June 1996.

  • Publication of ISO/IEC 14517 (130 mm, 2,6GB)

1997

The ninth plenary meeting of SC 23 was held in Washington DC., USA, 1997-10-17.  Dr. Tomoyuki Toshima was endorsed as the new chairman for appointment by JTC 1 in 1998. The working groups existed were WG 1 for editing work and WG 2 for technical discussion for all types of ODCs.  This WG structure was decided to continue until the following plenary.

  • Publication of ISO/IEC 15041(90 mm, 640 MB)
  • Publication of ISO/IEC 14760 (90 mm Phase change, 1.3 Gbytes)

1998

The proposal to modify the scope of SC 23 to include “Volume and File Structure” was approved by JTC 1.  The modified scope was “Standardization of Optical Disk Cartridges for Media and Information Interchange between Information Processing Systems including their Volume and File Structure”

  • Publication of ISO/IEC 15486 (130 mm using irreversible effects, 2,6 Gbyte)

1999

The tenth plenary meeting of SC 23 was held in Beijing, China, 1999-10-29.  WG 1 and WG 2 were disbanded as there was no active project.  The BRM on fast-tracked revision of ISO 9960 was conducted in conjunction with this meeting.

2001

The eleventh plenary meeting of SC 23 was held in Lugano, Switzerland, 2001-10-10 collocated with the Ecma/TC 31 meeting.  SC 23 took notice of ISO/TC 42’s work on DIS 18926 (Imaging Materials — Life expectancy of Magneto-optical disks — Method for estimating based on effects of temperature and relative humidity).

2003

The Secretariat of JTC 1/SC 11 announced that it would relinquish its responsibility by the end of 2003.  Japan proposed JTC 1 that the work of SC 11 be merged to SC 23 and the proposal was accepted by JTC 1 at its 2003 plenary held in Singapore.

2004

The maintenance responsibilities of the SC 11 projects were moved to SC 23.  SC 23 reviewed the title and scope after merger with SC 11.  The following are the modified title and scope.

Title: Digital Storage Media for Information Interchange

Scope: Standardization in the field of removable digital storage media utilizing optical and/or magnetic recording technology for digital information interchange.

2005

The twelfth SC 23 plenary meeting was held in Kyoto, Japan, 2005-12-01 collocated with the Ecma/TC 44 (Holographic Information Storage Systems: HISS) meeting.  Invited industry experts gave presentations on the topics of Holographic storage and Archival storage.  Considering the growing market of those technical areas, SC 23 resolved to expand its title and scope to include those areas.

2006

After conducting a letter ballot and the subsequent communication, the title was changed to “Digitally Recorded Media for Information Interchange and Storage” and the scope was modified to:

“Standardization in the field of removable digital storage media (other than hard disks) utilizing optical, holographic and/or magnetic recording technologies for digital information interchange and/or storage, including:

– Algorithms for the lossless compression of data.

– Volume and file structures.

– Methods for determining the life expectancy of digital storage media.”

2007

The 13th plenary meeting of SC 23 was held in Montreux, Switzerland, 2007-09-20. To harmonize the scope of the SC 23 and the actual NP submitted (NP 29121), modification of the SC 23 scope was discussed again.  It was resolved to add “Methods for error monitoring of digital storage media” to the Scope.

2008

The 14th plenary meeting of SC 23 was held in Jeju, Korea, 2008-12-17.  The following WGs were established.

WG 6: iVDR Cartridge (Convenor: Kei Yamashita)

Joint Working Group 1 with ISO/TC 42*: Development of optical storage media longevity testing (Co-convenors: Kei Yamashita and Peter Adelstein)

*ISO/TC 171/SC 1 was joined later.

2009

2010

The 15th SC 23 plenary meeting was held in Winterthur, Switzerland, 2010-12-03.  Mr. Kei Yamashita was endorsed as the new Chairman for appointment by JTC 1 in 2011.  It is decided to contact Blu-ray disc association.  The work items for Amendments to ISO 1001: 1986 (File structure and labeling of magnetic tapes) and ISO 9660: 1988 (Volume and file structure of CD-ROM) were initiated for conforming to the widely used specification of volume and file structure of Magnetic Tape and de fact specification of volume and file structure of CD-ROM respectively.

2011

Mr. Osamu Kunisaki replaced Mr. Kei Yamashtia as the WG 6 Convenor.

2012

The 16th plenary meeting was held in Lisbon, Portugal.  The scope was modified to add “flash memory technologies”.  The modified scope is:

Standardization in the field of removable digital storage media utilizing optical, holographic and magnetic recording technologies, and flash memory technologies for digital information interchange, including:

– algorithms for the lossless compression of data

– volume and file structure

– methods for determining the life expectancy of digital storage media

– methods for error monitoring of digital storage media”.

  • Publication of the 2nd edition of ISO/IEC 1001 (File structure and labeling of magnetic tapes)

2013

Dr. Peter Adelstein as Co-convenor of JWG 1 was replaced by Mr. Mark Worthington.

2014

The 17th plenary meeting was held in Estes Park, Co., USA.  Mr. Kei Yamashita was re-appointed as the Chairman at the JTC 1 Plenary held in Abu Dhabi.  Joint Working Group (JWG) with ISO/TC 42 and ISO/TC 171 was terminated. WG 6 on iVDR Cartridge was terminated.

2015

  • Publication of ISO/IEC 30191 (Ed.2), BD writable disk 120 mm Triple Layer (100,0 Gbytes single sided disk and 200,0 Gbytes double sided disk) and Quadruple Layer
  • Publication of ISO/IEC 16963 (Ed.2), Test method for the estimation of lifetime of optical disks for long-term data storage

2016

The 18th plenary meeting was held in Seoul, Korea, 2016-07-22.

2017

Mr. Shoji Taniguchi was appointed as the new Chairman of SC 23 at the 32nd JTC 1 Plenary held in Vladivostok, Russia, 2017-10.

2018

The 19th plenary meeting of SC 23 was held in Geneva, Switzerland, 2018-06-26.

2019

Mr. Shoji TANIGUCHI was re-appointed as the SC 23 Chair for the second term of office at the JTC 1 Virtual Plenary held in 2020-11.
