IT Service Management and IT Governance

JTC 1/SC 40 was created at the 28th JTC 1 Plenary meeting in Perros-Guirec, France, on 4-9 November 2013 outlined in Resolution 21. Standards Australia (Australia) holds the Secretariat and the Chair position. The setting up of SC 40 involved the disbanding of the JTC 1/ WG 8, SC 7/WG 25 and the SC 7/WG 27 groups from 1 December 2013, and transitioning the work of those entities to, and under the scope of SC 40.


Standardization of IT Service Management and IT Governance.

Develop standards, tools, frameworks, best practices and related documents for IT Service Management and IT Governance, including areas of IT activity such as audit, digital forensics, governance, risk management, outsourcing, service operations and service maintenance, but excluding subject matter covered under the scope and existing work programs of JTC 1/SC 27 and JTC 1/SC 38.

The work will initially cover:

  • Governance of IT, including the development of the ISO/IEC 38500 series standards and related documents.
  • Operational aspects of Governance of IT, including ISO/IEC 30121 Information Technology — Governance of digital forensic risk framework, and interfaces with the management of IT as well as the role of governance in the area of business innovation.
  • All aspects relating to IT service management, including the development of the ISO/IEC 20000 series standards and related documents.
  • All aspects relating to IT-Enabled Services — Business Process Outsourcing, including the development of the ISO/IEC 30105 series standards and related documents.

The inaugural plenary meeting was held in Sydney, 10-13 June 2014. Present were 15 P-members, 2 O-members and a liaison organization ISACA. The current SC 40 membership is now 38 P-members and 16 O-members with 4 external liaisons – itSMF, ISACA, OASIS, and IAF. Since SC 40’s inception, there have been six plenary meetings (Sydney, Australia 10-13 June 2014Sao Paulo, Brazil 18-22 May 2015, Suzhou China 16-20 May 2016, Okayama, Japan 29 May – 2 June 2017, Lisbon, Portugal 4 June – 8 June, 2018 and Paris, France 3 June – 7 June, 2019. Six business plans have been prepared and presented to JTC 1.

The work is progressed under 4 Working Groups – WG 1 Governance of Information Technology, WG 2 Maintenance and development of ISO/IEC 20000 Information Technology – Service Management, WG 3 IT-enabled services/Business process outsourcing and WG 4 IT Service Management of the infrastructure of which there are terms of references for each WG.

The Chairman Advisory Group assists in accomplishing goals and objectives.
