WG 11 Smart Cities

1. Overview

Smart city has been defined as effective integration of physical, digital and human systems in the built environment to deliver a sustainable, prosperous and inclusive future for its citizens. Based on this, JTC 1 has paid a lot of attention to the ICT issues to enable cities to be smart.. In order to promote the development and implementation of holistic and integrated approaches in smart cities, JTC 1 Working Group 11 on Smart Cities was established at ISO/IEC JTC 1 30^th Meeting in October 2015. And its history dates back to 2013. Before the establishment of WG 11, JTC 1  established a Study Group on Smart Cities (SG 1 on Smart Cities) at  ISO/IEC JTC 1 28th Meeting in November 2013.

Over the years, JTC 1/WG 11 keeps answering the following questions:

• Vision and scope for JTC 1 on smart city activities
• Stakeholders of smart city activities
• Technology enablers to smart City
• Opportunities for JTC 1
• Roles and responsibilities of JTC 1/WG 11 and other JTC 1/SCs

Under the umbrella of JTC 1, JTC 1/WG 11 is working to develop smart city standards including ICT framework & architecture, ICT performance management, data & service supporting, and operation & maintenance for planners seeking to develop smart, resilient cities that provide for their population in a sustainable way.

2. Terms of reference

Based on the resolution of 30^th Meeting of ISO/IEC JTC 1 (ISO/IEC JTC 1 N 12864), JTC 1 established Working Group 11 on Smart Cities which would directly report to JTC 1 with the following terms of reference:

• Serve as the focus of and proponent for JTC 1’s Smart Cities standardization program.
• Develop foundational standards for the use of ICT in Smart Cities – including the Smart City ICT Reference Framework and an Upper Level Ontology for Smart Cities – for guiding Smart Cities efforts throughout JTC 1 upon which other standards can be developed.
• Develop a set of ICT related indicators for Smart Cities in collaboration with ISO/TC 268.
• Develop additional Smart Cities’ standards and other deliverables that build on these foundational standards.
• Identify JTC 1 (and other organization) subgroups that are developing standards and related material that contribute to Smart Cities, and where appropriate, investigate ongoing and potential new work that contributes to Smart Cities.
• Develop and maintain liaisons with all relevant JTC 1 subgroups.
• Engage with the community outside of JTC 1 to grow the awareness of, and encourage engagement in, JTC 1 Smart Cities standardization efforts within JTC 1, forming liaisons as is needed.
• Ensure a strong relationship with Smart Cities activities in ISO and IEC.

WG 11 continuously recognized the urgent and emerging demands for standards regarding smart city and related new ICT to support city services and constructions and keeps pushing the standard projects forward and exploring the strategic topics on Smart City ICT Reference Architecture, Semantic Interoperability of City Data, Software Platform for Open City Data, City Digital Twin and Operating System, Smart City ICT applications in Public Health Emergency, Date Use in Smart Cities, City Knowledge Trustworthiness Evaluation, etc.

6.1 Work items in JTC 1/WG 11

ICT standards for smart cities cover technical solutions and system operation requirements, and practical requirements for ICT products and services to ensure that they achieve the intended and expected results for supporting smart city development. ICT standards include those relevant to smart city platform, ICT framework and architecture, data model, data use, knowledge management and trustworthiness, ICT measurement, and security & privacy, which are for technical engineering and service providers.

JTC 1/WG 11 has initiated 15 projects and 3 PWIs in the domain of smart city. See Table 1.

8. Coordination

8.1 Overview

With the guidance and support of JTC 1, JTC 1/WG 11 keeps communicating with the following 19 entities by liaisons, including JTC 1/SC 27, JTC 1/SC 32(WG 6), JTC 1/SC 38, JTC 1/SC 38(WG 6), JTC 1/SC 41(WG 6), JTC 1/SC 41, JTC 1/SC 41(WG 4), JTC 1/SC 42, ISO/TC 204(WG 1), ISO/TC 268, ISO/TC 268/SC 1, ISO/TC 268(WG 4), ISO/TC 268/SC 1(WG 4), IEC/SyC Smart Cities, ITU-T SG 17-Security, ITU-T SG 20, ITU-T JCA-IoT and SSC&C, ISO/TC 304(WG 4), ISO/TC 211, etc.

JTC 1/WG 11 also actively promote collaborations in outreach, such as:

• hold the seminar on Data Use in Smart Cities from October 14 to October 15 2021.
• support the seminar “Standards Collaboration on Data Use in Smart Cities” hosted by the IEC Academy and ISO/IEC JTC 1 on 31 January and 2 February 2024.
• support the seminar Standards Collaboration on Ontologies for Smart Cities and Smart City Systems, jointly hosted by the IEC Academy, IEC SyC Smart Cities and ISO/IEC JTC 1 on 22–23 September 2022.

9. Main events

1. In May 2013, China submitted a proposal titled China Contribution on possible future work on Smart Cities in JTC 1 to ISO/IEC JTC 1/SWG 3 and initiated to establish a study group on smart cities. This proposal was approved in ISO/IEC JTC 1/SWG 3 plenary meeting, on June 2013 in Paris, France.
2. In November 2013, JTC 1 established a Study Group on Smart Cities and confirmed its terms of reference. (Resolution No.3 from ISO/IEC JTC 1 N 11894 “Resolutions Adopted at the 28th Meeting of ISO/IEC JTC 1, 4-9 November 2013 in Perros-Guirec, France”) JTC 1 accepted the appointment of the Chinese National Body of Yuan Yuan as the convenor and Tangli Liu as the secretary for the JTC 1 Study Group on Smart Cities.
3. In September 2014, ISO/IEC JTC 1/SG 1 report was completed and submitted to JTC 1 2014 plenary meeting.
4. In November 2014, JTC 1 reconstituted the Study Group on Smart Cities. Since then, the group started its second stage. (Resolution No.23 from ISO/IEC JTC 1 N 12395 “Resolutions Adopted at the 29th Meeting of ISO/IEC JTC 1 15-20 November 2014 in Abu Dhabi, UAE” )
5. In September 2015, ISO/IEC JTC 1/SG 1 report of its second stage was completed and submitted to JTC 1 2015 Plenary.
6. In October 2015, JTC 1 established Working Group 11 on Smart Cities which would directly report to JTC 1 and confirmed its terms of reference. China would take the responsibility of secretariat and JTC 1 appointed Yuan Yuan as the convenor and Tangli Liu as the secretary. (Resolution No.15 from ISO/IEC JTC 1 N12864 “Resolutions Adopted at the 30th Meeting of ISO/IEC JTC 1, 26-31 October, 2015 in Beijing, China”).
7. In November 2016, Heng Qian was appointed as the convenor of JTC 1/WG 11 (work until 2019). (Resolution No.5 from ISO/IEC JTC 1 N13270 “Resolutions Adopted at the 31st Meeting of ISO/IEC JTC 1, 7-10 November 2016 in Lillehammer, Norway”)
8. In October 2017, JTC 1/WG 11 Convenor was instructed to provide the white paper by September 24, 2018 for consideration at the November 2018 JTC 1 Plenary in Stockholm.( Resolutions No.14 from ISO/IEC JTC 1 N13630 “Resolutions Adopted at the 32nd Meeting of ISO/IEC JTC 1, 2-6 October 2017 in Vladivostok, Russia”)
9. In October 2018, JTC 1/WG 11 completed a white paper named Strategic White Paper on Smart City Standardization and submitted it to JTC 1 (Ref: ISO/IEC JTC 1 N 14000).
10. In November 2019, Heng Qian was re-appointed as the convenor of JTC 1/WG 11 (through the end of 2022). (Resolution No.23 from ISO/IEC JTC 1 N14542 “Resolutions Adopted at the Meeting of ISO/IEC JTC 1 4-8 November 2019 in Delhi, India”)
11. In October 2019, ISO/IEC 30146:2019 Information technology — Smart city ICT indicators as the first standard developed by JTC 1/WG 11 was published.

14. In July 2020, the 10th Virtual Plenary Meeting of ISO/IEC JTC 1/WG 11 SAC appointed Ning Sun as the JTC 1/WG 11 secretary.
15. On August 7th, 2020, ISO/IEC 30145-3:2020 Information technology — Smart City ICT reference framework — Part 3: Smart city engineering framework was published.
16. In September 2020, SAC appointed Hongwei Zhang as the JTC 1/WG 11 secretary.
17. In October 2020, JTC 1/WG 11 joined the ISO/IEC/ITU-T J-SCTF, ITU, ISO and IEC established a new Joint Task Force to coordinate international standardization issues for smart cities (ISO/IEC/ITU-T JSCTF). As the member of ISO team, JTC 1/WG 11 joined the first meeting of ISO/IEC/ITU-T JSCTF on 2020-10-07. Hosted online by ISO and themed as “capturing global learnings from the management of the COVID-19”, the first meeting of the task force highlighted the scale and urgency of the challenge for smart city.
18. In May 2021, ISO/IEC 30145 series on Smart City ICT Reference Framework were published as the foundational standards for the use of ICT in Smart Cities

19. In October 2021, JTC 1/WG 11 organized a Virtual International Seminar on Data Use in Smart Cities jointly with Renmin University of China and Qilu University of Technology. The seminar aimed to get insights and best practices of data use from international standards organizations and city practices.
20. In May 2022 JTC 1 Plenary, JTC 1 established AG 20 to coordinate with ISO/TC 268/SC 1 on Smart Community Infrastructures. AG 20 is to review progress on JTC 1 projects that are relevant to ISO/TC 268/SC 1 and make recommendations to JTC 1; to review progress on IT-related projects in ISO/TC 268/SC 1 and make recommendations to ISO/TC 268/SC 1; and to support future cooperation and coordination of work with ISO/TC 268/SC 1 by reviewing project proposals making recommendations to JTC 1 on possible placement within either ISO/TC 268/SC 1 or JTC 1 prior to initiating an NP ballot. 22. In September 2022, JTC 1/WG 11 organized a workshop on “Standards Collaboration on Ontologies for Smart Cities and Smart City Systems” in collaboration with IEC SyC Smart Cities and the IEC Academy.

In November 2022, JTC 1 agreed to establish a JTC 1-ISO/TC 204 Joint Working Group on ISO/IEC 5087-3 Information technology — City data model — Part 3: Service level concepts -Transportation planning.
