ISO/IEC JTC 1 WG 13 is part of a joint technical committee (JTC 1) between two international standardisation organisations:
- ISO
- IEC
ISO/IEC JTC 1/WG 13 was established in 2019 based on work done by JTC 1 AG 7 and JTC 1 SG 5.

Scope
The Terms of Reference of the Working Group are as follows:
- Complete, improve and maintain the inventory including the heat map as a JTC 1 standing document reflecting the landscape of trustworthiness in JTC 1, other ISO and IEC Committees, and other SDOs.
- Develop and maintain a conceptual model for trustworthiness, and its terminology and description of characteristics.
- Develop horizontal deliverables such as frameworks, models, ontologies, and taxonomies that guide ICT trustworthiness efforts throughout JTC 1.
- Provide guidance on how to use these horizontal deliverables in vertical and across domains.
Excluded are domain specific trustworthiness deliverables, such as those within the scope of JTC 1 SCs.
General description
Trustworthiness is a wide area, both horizontally and vertically. The horizontal approach is currently mainly followed to define and address trustworthiness by the different projects, as well as in the overall planning of these projects to capture general characteristics, primarily within JTC 1. The results of WG 13 will support vertical work in other entities in JTC 1 with a common approach. This common approach will guide JTC 1 overall strategic view on projects within this field as well as support individual projects as well as avoid duplication of work or diversions regarding trustworthiness.
Current
The WG 13 in this stage of work is to align and structure the projects and initiatives to support a horizontal approach across sectors and subjects of the wide field of trustworthiness as increasingly needed by the market and standard developers.
Defining the landscape and related initiatives and standards within JTC 1 and to other SDOs should be communicated to the market to support the need.

History of JTC 1/WG 13
2019 Initiation of JTC 1/WG 13
Between December 2018 and September 2019 AG 7 held seven WebEx /Zoom meetings with in
average 20+ participants. In addition, a two-day face-to-face meeting was conducted early July 2019
which was attended by 17 on-site participants plus seven remote participants.
During the first phase JTC 1/AG 7 (then known as SG 5) focused on updating and completing the
inventory document. In a first step the inventory was restructured according to a set of criteria
developed during the first meeting.
Two calls for contributions were issued and resulted in several contributions to the inventory. These were reviewed by a task force consisting of Andreas Fuchsberger (lead), Francois Coallier, Wolfgang Klasen, Jake Knoppers, Luc Poulin, Bertus Pretorius, Max Shanahan, and Henry Wong. During the second phase JTC 1/AG 7 focused on structuring the contributions received and on distilling common elements. This resulted in a proposal for a common JTC 1 definition of Trustworthiness as follows:
Trustworthiness corresponds to the ability to meet stakeholders’ expectations in a verifiable way.
Based on the definition and characteristics agreed by AG 7, a call for contributions from JTC 1/SCs
and other interested ISO TCs and SDOs was issued with the aim of compiling a Trustworthiness
characteristics heat map document. JTC 1/SCs and WGs were requested to indicate to which extent
trustworthiness like terms/concepts (e.g., trust, trustworthiness) in the respective group’s
scope/domain/subject area are being addressed. A preliminary version of the heat map was made
available in JTC 1 N14500.
Noting both the need to keep the inventory and the heat map current, and the value of additional
guidance in trustworthiness, AG 7 concluded that a dedicated WG on Trustworthiness at JTC 1 level will be the best solution to maintain the inventory, including the heat map, as a standing document reflecting the landscape of trustworthiness in JTC 1, other ISO and IEC Committees, and other SDOs, as well as to develop an ontology for trustworthiness as a guidance document.
JTC 1/AG 7 has offered the following recommendation for consideration at the November 2019 JTC 1
Plenary meeting:
Recommendation 1: JTC 1 adopts JTC 1 N14590 as guidance for terminology and characteristics in
the area of trustworthiness for use within JTC 1. All JTC 1 subgroups are requested to review and
adopt N14500 as guidance for terminology and characteristics for their work in
trustworthiness.
Recommendation 2: JTC 1 accepts JTC 1 N14500 (inventory plus heat map) as the current state of
standardization activities relevant to trustworthiness in JTC 1, other ISO and IEC Committees, and
other SDOs.
Recommendation 3: Noting both the need to keep JTC 1 N14500 (inventory plus heat map) current
and the desire for additional guidance in the area of trustworthiness, JTC 1 resolves to establish a WG
on Trustworthiness to:
- maintain the inventory including the heat map as a standing document reflecting the landscape of trustworthiness in JTC 1, other ISO and IEC Committees, and other SDOs;
- develop an ontology for trustworthiness as a guidance document with the following Terms of Reference:
1. Serve as the focus and proponent for JTC 1s trustworthiness standardization program.
2. Develop standards for trustworthiness including foundational standards such as frameworks
and ontologies for guiding trustworthiness efforts throughout JTC 1 and upon which other standards can be developed.
3. Identify gaps in trustworthiness standardization for consideration in proposing potential new
work for the relevant JTC 1 subgroups.
4. Identify JTC 1, ISO, IEC and external organization entities that are developing standards and
related materials that contribute to trustworthiness and for each entity investigate ongoing
and potential new work.
5. Develop and maintain a list of existing trustworthiness standards produced and standards
development projects underway within JTC 1.
Note: If ISO/IEC NP TS 24462 “Ontology for ICT Trustworthiness Assessment” currently balloted in SC 27 passes, AG 7 recommends assigning this project to the proposed new WG since the anticipated scope of TS 24462 is of relevance for many JTC 1 subgroups.
Recommendation 4: JTC 1 thanks AG 7 for their excellent work and disbands the AG.
2020 JTC 1/WG13 Establishment
JTC 1/WG 13 on Trustworthiness was established at the JTC 1 November 2019 Plenary Meeting as per Delhi Resolution 20, and JTC 1/AG 7 was disbanded.
JTC 1/WG 13 had the following officers:

A call for participation was issued per JTC 1 N14546 with more than 100 positive experts registered by September. Between April 2020 and September 2020 four WG 13 Plenary Zoom meetings were held with an average 30+ participants.
The Terms of Reference was approved at the JTC 1/WG 13 meeting held in November 2020.
2021 JTC1/WG13 in operation
2021-05-05 to 2021-05-06 Plenary meeting was held (virtually).
Only virtual meetings have been held during 2021 and these have been between the different expert groups according to their agreed plans.
2022 JTC 1/WG 13 Progressing work
WG 13 adjusted its terms of references, which was approved by JTC 1 via ballot on 2022-08-09.
WG 13 progressed the different projects through numerous expert meetings (all virtual) for each project.
2023/2024 – JTC 1 WG 13 progressing and alignment of work
Two biannual meetings are held each year and individual meetings on the different projects to progress the work.
During the bi-annual meeting in March 2024 WG 13 roadmap was updated and priority was made to progress of ISO/IEC 31303, Trustworthiness – Overview and concepts to create a better understanding and alignment of other projects. The project ISO/IEC PWI 18149 – Trustworthiness Ontology should support the progress of ISO/IEC 31303. The project ISO/IEC PWI 5957 – Trustworthiness – Reference architecture was cancelled to await the results of ISO/IEC 31303, Trustworthiness – Overview and concepts. The Standing document Landscape of trustworthiness was finalized to be published by JTC 1.
2025 – WG 13 progressing
Two biannual meetings were held and additional meetings on the different projects to progress the work. This according to the WG 13 roadmap to handle the WG 13’s resources and priorities.
At the September meeting in 2025 it was concluded that the participation in WG 13 has increased both by experts from new national bodies as well as interest from liaison organisations.
The future planning is done by updating the internal roadmap document at each meeting to ensure priorities and timelines.
The progress of work as well as the increased participation makes it possible for WG 13 to look at new initiatives to support horizontal application of trustworthiness that will be presented to JTC 1 in the fall of 2025.
