Internet of Things and digital twin

Revision September 2025

JTC 1/SC41 was created by JTC 1 at its November 2016 Plenary in Lillehammer, Norway. It inherited the program of work of JTC 1/WG7 (Sensors Networks) and JTC 1/WG10 (Internet of Things). At its 8th plenary meeting in November 2020, JTC 1/SC 41 changed its scope including Digital Twin as shown below:

Scope

Standardization in the area of Internet of Things and Digital Twin, including their related technologies.

  1. Serve as the focus and proponent for JTC 1’s standardization programme on the Internet of Things and Digital Twin, including their related technologies.
  2. Provide guidance to JTC 1, IEC, ISO and other entities developing Internet of Things and Digital Twin related applications.

The resolution creating SC41 also stated explicitly that it was a systems committee.

The IoT is a system concept that use many technologies that are standardized by other JTC 1 entities and SDOs.

IoT systems are software intensive and can be quite complex, ranging from simple architecture to multi-tier distributed computing cyberphysical systems.

IoT systems are key enablers of ‘Smart Everything’

1st PLENARY MEETING

It held it first plenary in Seoul, Korea, on May 28 – June 2, 2017.  It had 70 participants:

  • 12 P members, Canada, China, Germany, Finland, France, India, Japan, Korea, Russia, Sweden, UK, USA.
  • 3 O members, Australia, Luxembourg, Norway.
  • 3 External Liaisons, IIC, OGC, AIM.

Highlights of this first plenary were:

  • New organizational structure
  • Creation of an AG
  • Creation of six (6) Study Groups
  • Four A liaisons recommended
  • Outreach seminar
  • Progression of all (8) current projects
  • Eight (8) NWIPs considered
  • Two plenaries per year, integrated with WG and SG meetings
  • Plenaries tentatively planned till mid 2020

2nd PLENARY MEETING

The second plenary was held in New Delhi, India, on November 13 – 17, 2017.  It had 77 participants:

  • 11 P members, Austria, Canada, China, Germany, India, Japan, Korea, Russia, Sweden, UK, USA.
  • 2 O members, Luxembourg, Norway.
  • 3 External Liaisons, IIC, ODC, AIM.

Highlights of this second plenary were:

  • Structure Meeting schedule
  • Completion of an SG (Edge Computing) and initiation of a TR on the topic
  • Outreach Seminar
  • Half Day WG Workshop
  • Creation of an Ad hoc on Business Plan
  • Creation of an Ad hoc on Communication and Outreach
  • Creation of an SG on Architecture and Vocabulary
  • Nomination of a Vocabulary Rapporteur

3rd PLENARY MEETING

The third plenary was held in Berlin, Germany, on May 13-18, 2018.  It had 80 participants:

  • 17 P members: Australia, Canada, China, Germany, Finland, France, India, Ireland, Japan, Korea, Netherlands, Norway, Russia, Sweden, Switzerland, UK, USA.
  • 4 External Liaisons: GS1, INCOSE, IIC, AIM.

Highlights of this third plenary were:

  • Structured Meeting schedule
  • Completion of six (6) SGs  and creation (some through letter ballots) of five (5) – more on this topic later.
  • Half Day Tactical Workshop
  • Half Day WG Workshop
  • Creation of an SG on Architecture and Vocabulary
  • Nomination of a Use Case Rapporteur

Noteworthy was the publication after the third plenary of SC41 two foundational standards:

  • ISO/IEC 30141 – Internet of Things (IoT) – Reference architecture
  • ISO/IEC 20924 – Internet of Things (IoT) – Vocabulary

On 2018-10-22, the SC41 Chair was invited to make a presentation to the IEC Standards Management Board (SMB) at the IEC General meeting in Busan.  This presentation can be found here.

4th PLENARY MEETING

The fourth plenary was held in Yokohama, Japan, on November 26-30, 2018.  It had 90 participants:

  • 16 P members: Canada, China, Denmark, Finland, France, Germany, India, Ireland, Japan, Korea, Luxembourg, Russia, Sweden, Switzerland, UK and USA
  • 4 External liaisons : AIOTI, AMI, IIC and INCOSE

Highlights of this fourth plenary were:

  • 2 standards revision has been approved

  • Initiation of a ‘white paper’ style project on IoT and agriculture

5th PLENARY MEETING

The fifth plenary was held in Chongqing, China, on May 26-31, 2019.  It had 80 participants:

  • 13 P members: Canada, China, Finland, France, Germany, India, Japan, Korea, Luxembourg, Norway, Russia, Sweden, Switzerland, UK and USA
  • 2 External liaisons : IIC and INCOSE.

6th PLENARY MEETING

The sixth plenary was held in St-Petersburg, Russia, on November 18-22, 2019.  It had 85 participants:

  • 3 External Liaisons : AIOTI, IIC and INCOSE

7th PLENARY MEETING

The seventh plenary was initially planned to be held in Stockholm, Sweden.  Because of the Covid-19 pandemic, it was moved to the virtual world and held on May 24-26, 2020.  It had 116 participants:

  • 15 P members: Canada, China, Finland, France, Germany, India, Israel, Italy, Japan, Korea, Luxembourg, Malaysia, Norway, Russia, Sweden, Switzerland, UK and USA.

8th PLENARY MEETING

The eighth plenary was virtually held on November 9-20, 2020. It had 163 participants:

  • Modification of the SC 41 title and scope to include Digital Twin

  • Changes of Terms of Reference of AG 22 Liaison Coordination Group (LCG) on IoT Trustworthiness

At the end of the 8th Plenary, SC 41 structure was as follows:

Noteworthy after the 8th plenary of SC41 was the establishment of a JWG with IEC/TC57 on Industrial Internet of Things (IIoT) applications in power management systems.

9th PLENARY MEETING

The ninth plenary was virtually held on May 24 – June 4, 2021. It had 123 participants:

  • 20 P members: Australia, Canada, China, Denmark, Finland, France, Germany, India, Israel, Italy, Japan, Korea, Luxembourg, Mexico, Norway, Russia, Spain, Sweden, UK and USA.
  • 4 External Liaisons: AIOTI, AIM, IIC and INCOSE

  • Establishment of WG 7 on Maritime, underwater IoT and Digital Twin Applications Working Group
  • Resolution mandating its Chair to negotiate the creation of a 3-way JWG on Underwater and Maritime IoT with ISO/TC 8 (Ships and marine technology) and IEC/TC 18 (Electrical installations of ships and of mobile and fixed offshore units)
  • Changes of title of WG3 to IoT Foundational Standards

10th PLENARY MEETING

The tenth plenary was virtually held on November 29 – December 10, 2021. It had 142 participants:

The public webinar was held on April 26 and 28, 2022 with support of the IEC Academy.

It was widely successful with huge pre-registrations.

The twelfth plenary was held on November 28 – December 2, 2022 in Berlin, Germany. It was the first F2F since the COVID-19 outbreak in early 2020. It had 143 participants including remote participants:
