The numbers are still being counted and comparisons made but it is believed that this plenary meeting held at DIN, in Berlin Germany saw participation from the widest number of national bodies ever in JTC 1’s history, consisting of 42 countries (32 P-members and 10 O-members).
This included a number of members that JTC 1 rarely sees at these events including Trinidad and Tobago, Kenya and Laos, to name a few.
Three primary threads of conversation, amongst others, seemed to permeate throughout the week and were not only present during official presentation but also in side discussions during breaks, before and after the main days sessions. These were broadly succession planning, trust/trustworthiness and Metaverse.
Trustworthiness
The World Economic Forum (WEF) shared information relating to their new Digital Trust initiative and sought to encourage engagement by JTC 1, to assist in its development. SC 27, SC 42 and WG 13 were specifically identified:
“To establish a global consensus among key stakeholders regarding what digital trust means and what measurable steps can be taken to improve the trustworthiness of digital technologies”.
Additionally to this, following the presentation from the JTC 1/WG 13 convenor a new work item proposal on Trustworthiness – Overview and concepts was approved for ballot by JTC 1.
Succession planning
Reports from many subcommittees and groups repeated comments relating to limited numbers of resources and the needs to identify and engage with new resources. Following a contribution by Ireland there was a proposal for the creation of an adhoc that will discuss succession planning as a whole, but with a focus on ensuring that subcommittees and groups are prepared for the coming years, by defining a clearly documented mechanism to cover resourcing at the leadership level. Additional discussions are also underway in AG 21 JTC 1 strategic direction, who are focussing on JTC 1’s long term strategy relating to operation and structure, and also through an initiative lead by AG 1 Communications, who are starting an online media campaign to target young professionals in technology and also engage with the IEC Young Professions to raise the importance, benefit and interest in JTC 1’s development
work. AG 1 is also initially targeting International Women’s day, which will be followed by further engagement work in wider diversity.
Metaverse and Intelligent computing
Knowing that Metaverse is an extremely broad and hot topic, and in the early days of standards development, many agenda items were connected to this. Highlights were shared from the JTC 1 workshop on metaverse held in June and also updates were shared by IEC SEG 15 and from the ITU-T focus group on metaverse.
To start to target metaverse more precisely, JTC 1/AG 2 (JETI) will now explore and engage more actively with ITU-T and SEG 15 to establish a wider understanding of the potential needs. A first step is to respond to ITU-T’s request, with a statement on the standardization status for metaverse-related technologies via the current ITU-T liaison. JETI is also tasked to keep developing their project relating to intelligent computing and bring in additional input from other JTC 1 entities, for instance: AI, cloud computing and IoT.
Activities
Alongside the full week of plenary meetings, a number of JTC 1’s advisory groups took the opportunity to hold face to face meetings including: AG 1 Communications, AG 2 JETI, AG 14 System integration facilitation and AG 21 JTC 1 strategic direction. Interestingly the topics of succession planning and metaverse were raised in many of these groups’ discussions.
Creation and reestablishment of groups
JTC 1 approved the reestablishment of three advisory groups, and the creation of one adhoc group and a new joint working group to address the complicated issue around smart cities.

- AG 19 – Coordination with ISO TC 20/SC 16 on unmanned aircraft systems
- AG 20 – Coordination with ISO TC 268/SC 1 on Smart community infrastructures
- Adhoc group 8 – Succession planning
- Joint working group between JTC 1 and IEC SyC Smart Cities: City Information Modelling and Urban Digital Twins
