ISO/IEC JTC 1 Plenary highlights – May 13th – 17th 2024

The conclusion of the report by JTC 1’s strategic direction advisory group (AG 21) included the recommendation to establish two pilot entities, the goal of which is to act as strategic discussion groups on Data Management and Data Governance and on Metaverse.

These two groups, consisting of various JTC 1 SC and JTC 1/WG leadership, will have an initial period of two years to work through their terms of reference and will report to each JTC 1 plenary meeting with updates and progress. The Data Management and Data Governance SCG will be led by Don Deutsch from the US and the Metaverse SCG will be led by Fernando Gebara Filho from Brazil.

This approach represents a novel strategy for JTC 1, and the formation of these groups marks a proactive step towards addressing the complexities of these horizontal topics. The groups’ insights and recommendations will be instrumental in guiding JTC 1’s strategic direction in these areas.

JETI Survey coming soon

JTC 1’s advisory group 2 (Emerging Technology Initiative – JETI) and JTC 1 have agreed to this year’s internal annual survey to be initiated. This is an opportunity to seek input from across the JTC 1 community including subcommittees, working groups, experts and national bodies, on the perceived importance and priorities of emerging technical areas that JTC 1 should consider for future standards development work.

The survey will be issued to all JTC 1 members for an 8-week period from June 24^th to August 16^th, 2024.

An increased focus on considering consumer needs

There has been a notable rise in discussion in JTC 1 on considering the view of consumers in the last year. This was seen at the November 2023 plenary in Germany and recently in the conclusions by JTC 1’s strategic direction advisory group.

Further immediate work will start with engaging with consumer stakeholders in cooperation with ISO/COPOLCO and other consumer organisation.

There were also significant discussions about the establishment of a new entity within JTC 1 to include Consumer privacy protection. It was felt that more discussion was needed in defining the scope of such an entity before making a final decision. The establishment of an adhoc group has been agreed to discuss the scope in more detail between now and the next JTC 1 plenary in November 2024. Adhoc group 9 “Shaping the future of consumer protection and privacy topics” will provide a report and recommendations to JTC 1, for consideration at the November 2024 plenary meeting. The AhG will be led by Marta Janczarski from Ireland.

Coordination with the World Economic Forum

JTC 1 Seeks Insight on Open Source Engagement

JTC 1 has requested its Subcommittee (SC) Chairs and Publicly Available Specifications (PAS) Mentors to provide detailed reports on their engagement with the Open Source community. The objective is to consolidate these individual submissions into a comprehensive document that encapsulates the collective efforts and interactions with the Open Source community across JTC 1.

This initiative underscores JTC 1’s commitment to fostering a collaborative relationship with the Open Source community, recognizing its pivotal role in the evolving landscape of technology standards.

Inclusion and Diversity

The JTC 1 Communications group, AG 1, reported on a significant project to promote women in technology during the first quarter of 2024. This was in the lead up to International Women’s Day on March 7^th. A number of JTC 1 participants; chairs, experts, committee managers and heads of delegation agreed to be part of a series of videos to share some of their views and insights about women in technology and specifically to standardisation efforts. Such a diverse group also met for dinner during Plenary week.  This is a fantastic opportunity for members to connect, share experiences, and discuss the importance of diversity and inclusion within the standards community.

Creation and reconstitution of groups

JTC 1 approved the creation of a new advisory group (22) on Coordination with the World Economic Forum, one ad hoc group (9) on shaping the future of Consumer protection and privacy and a new joint working group between JTC 1 and ISO/TC 268/SC 1 to address the complicated issue around smart cities. It also approved the reconstitution of two existing ad hoc groups (AhG 5 and 7).
