For what is hoped to be the last virtual JTC 1 Plenary, the Chair; Phil Wennblom, opened the meeting on 9th May with over 170 participants from 26 Countries. The daily sessions, Monday to Friday, lasted three hours each, the first three starting at 21:00 UTC and the final two at 13:00 UTC. Like previous virtual plenaries, a number of national bodies that are infrequent participants to face to face meetings were able to attend and join the meeting for the lively exchange of views.

Digital Manufacturing externally published paper
The JTC 1 Emerging Technologies group (AG 2 JETI) have completed their transposition of the technology trend report on digital manufacturing, to make it available for publication to a wider audience, outside of JTC 1. This document has been approved to be finalised and circulated once a small adjustment to the title is made. This will be addressed a the next JETI meeting and published soon after.
2022 JTC 1 survey for future technology
JETI have also set the dates for the JTC 1 survey for future technology. The survey will run from 18th July to 12th August, 2022, where JTC 1 subgroups and National Bodies will have the opportunity to identify their current high priority standardisation areas including future technology considerations.
World Standards Day
JTC 1’s Advisory Group 1, Communications has been exploring the potential for JTC 1 to take an active role in this year’s World Standards Day, utilising input and expertise from across JTC 1. Each year World Standards Day has a theme, this year’s theme has not yet been confirmed. The expectation is for JTC 1 to work with the overall theme, if it is applicable, an alternative being used if necessary. Further details and calls for contributions will be announced as soon as more details are known.
ITU-T collaboration with ISO and IEC
ITU-T’s contribution to JTC 1 looking at Best Practices has been approved. The original contribution sets out updated text to improve provisions for meeting dates, issues of coordination and synchronizing appointments of registration authority among other things. This new text will be included in to JTC 1’s Standing Document 3 (SD 3), Guide for ITU-T and ISO/IEC JTC 1 cooperation 2022.
Management and development
JTC 1 has authorised JTC 1/WG 11 (Smart Cities) to work jointly with IEC/SyC Smart Cities to organize a virtual workshop on Standards Collaboration on Ontologies for Smart Cities. This virtual workshop will be scheduled for 22 and 23 September 2022. Further details will be announced as the workshop develops and the agenda is prepared.
In a separate resolution, it has also been approved for WG 11 to circulate an internal white paper relating to smart city standardisation for comment. All comments need to be returned by 24th June 2022.
A new and revised version of standing document 19 (SD 19), Meetings has been circulated and approved for publication. SD 19 provides guidance for participants around the world in different time zones to hold meetings. Following lengthy and intense discussions by Advisory Group 17, Meetings, which came about because of a need to review meeting approaches and document submissions due to Covid-19, the document now includes updated contribution deadlines for virtual plenary meetings moving to at least 12 week timespan from first draft agenda, away from the original 16 weeks while Face to face and hybrid meetings remain at 16 weeks.
As a result of investigations by Advisory Group 18, Vocabulary, it has been identified that ISO/IEC 2382:2015, Information technology – Vocabulary, is missing two clauses. A recommendation has been made to add the two missing clauses to the English and French versions of ISO/IEC 2382:2015 as well as on the ISO Online Browsing Platform (OBP).
The US National Body contribution asking for clarification of the purpose and process relating to Preliminary Work Items (PWI) got strong support. PWIs have become very common in JTC 1 in recent months but there appears to be a lack of understanding of how they should be addressed. JTC 1 will be providing additional guidance on PWIs in the coming weeks.
Additional process refinement has also been agreed relating to the establishment of any new JTC 1 subcommittee in the future. Following changes in 2021 by ISO and IEC, a proposal for a new subcommittee now requires additional steps including investigations, workshops and reports. A refinement in the process will see the submission of proposal to form a new SC must be supported by a detailed and final workshop presentation submitted to the JTC 1 plenary no later than the 1st document deadline specified for the JTC 1 Plenary at which the proposal will be discussed.
The Ad Hoc Group on Collaboration Across Domains (AhG 4) has been reconstituted for another six months to continue the successful work that it has undertaken since last plenary in November 2021. There are some aspects of the original work which will be fine-tuned and further work to complete a revision of the JTC 1 Standing Document 15 (SD 15), Liaisons.
IEC and ISO
ISO provided further updates on the ever-developing ISO Platform, with changes and modifications applied to meeting management, participation registration, post-meeting surveys, exposing public documents and improved accessibility.
ISO also shared further information on the ISO Digital Learning Platform which provides a range of educational videos and interactive sessions covering topics relating to standards development, conformity assessment, good practices, leadership and management as well as other topics.
IEC also highlighted their online learning platform which is a section of the IEC Academy and Capacity Building, an area dedicated to learning services for different audiences.
